I thought this meditation I listened to was going well, and I'm happy to see alpha high. But the delta should be down at the very bottom, shouldn't it? Is it possible that the connection worsens when I close my eyes, perhaps because I shift position? I'm trying to be as still as possible, let the connection settle until the horseshoe disappears, and then just close my eyes without otherwise moving at all.

There are many different styles of meditation which in turn have correspondingly different overall brainwave patterns. Depending on the nature of the meditation you are doing you might expect delta to be dominant. In my own experience my delta band is higher when I’m tired. Long story short: no delta should not necessarily be lower.
