FFT Discrete View - X Axis

Being that the FFT Discrete view is on the Y axis according to Hz, how do you interpret the Hz wavelength data? From an end user's POV, it seems this Hz information would be horizontal, and EEG spikes in the waves would indicate if they went up from, say, 10Hz to 15Hz. In the current view, however, the X axis is indicated by 0, 1, 2, and 3 -- what do these levels numbers indicate?

The X horizontal axis is frequency, The Y vertical axis is the power level. There are no standard units, but if you want to use something in a paper, then Bels as this can be used in anything derrived from an FFT calc.
